About Greater Wellington Regional Council
Greater Wellington Regional Council serves a population of 550,000 across 8,000 square kilometres in New Zealand’s lower North Island. Responsible for public transport, flood protection, water supply, and biodiversity initiatives, the Council’s 700 staff manage critical operations that sustain the region’s wellbeing.
The challenge: Breaking down silos and improving data accessibility
The Greater Wellington Regional Council operates across several disparate business areas and does a lot of purchasing as a result.
Before adopting TechnologyOne, the Council faced significant operational challenges. Processes were fragmented across departments, leading to inefficiencies and communication barriers.
Contract data was often inaccessible and stored in physical files or outdated systems, which slowed procurement processes and created compliance risks.
Field staff encountered additional obstacles in accessing or updating data while working remotely. Without mobile tools, they relied on manual processes that involved double-handling information, reducing productivity and increasing the likelihood of errors.
“Prior to TechnologyOne contract information was difficult to access, usually held in files on peoples’ desks,” said Joanne Hunwick, ERP Asset Systems Analyst at Greater Wellington.
“Every business unit worked in silos, making collaboration and decision-making difficult."
These limitations also hindered the Council’s ability to adapt to growing demands for sustainable and efficient operations, particularly in areas like flood protection and biodiversity monitoring.
The lack of an integrated system meant critical decisions were delayed due to unreliable data.
The solution: Implementing EAM and SCM to centralise operations
Greater Wellington implemented TechnologyOne’s Enterprise Asset Management (EAM) and Supply Chain Management (SCM) solutions in 2019 to address these challenges after a ‘false start’ with another software provider.
EAM provided a unified platform for managing all asset-related data, ensuring consistency and accessibility across the organisation. It enabled the Council to optimise inspections, valuations, and maintenance workflows while reducing duplication of effort.
SCM, meanwhile, complemented EAM by transforming the Council’s procurement processes. The solution introduced a centralised repository for contracts, streamlining reviews and ensuring compliance with regulatory standards.
This centralised approach improved visibility and efficiency, especially during critical procurement cycles.
"TechnologyOne offered everything we needed in one system. It’s user-friendly, and their support has been excellent," Ms. Hunwick said.
"Their (TechnologyOne’s R&D team’s) ongoing support, particularly on the Field Forms project, was invaluable. They helped us adapt the system to fit our workflows perfectly."
A proactive change management strategy ensured a seamless transition. User groups, town halls, and hands-on training sessions gave staff the confidence to embrace the new tools.

Initially, staff were cautious about such a big change, but once they saw how much simpler their work could be, their mindset shifted. The training and support made all the difference.

Council field staff now use TechnologyOne’s mobile Field App to create defects, log assets, and track time in real-time, enhancing productivity and reducing duplication.
"Our field teams can now focus on the job at hand without worrying about catching up on paperwork later. That’s a huge efficiency boost."
Centralised contract management
SCM revolutionised procurement by providing a central repository for all contract data, making it easier to review terms and ensure compliance.
"Contract management is no longer a bottleneck. We can quickly access the information we need to move forward.”
Cost and time savings
Efficiencies in inspections and valuations have saved time and resources, aligning with the Council’s sustainability and operational goals.
"We’ve seen measurable time savings across teams, and that’s enabled us to redirect our focus to more strategic priorities.”

"With EAM and SCM, we have better data quality and insights, helping us make socially conscious, cost-effective decisions," Ms. Hunwick said.
She also advised other councils considering such a change to invest time in structuring their data and processes before migration.
